Here is a list of the current Senate and House Bills that have been introduced into the General Assembly that may have an impact on our Real Estate Investing industry.

HB20MORTGAGE BROKER RENEWAL LICENSE FEE (CARANO, K) To require the Superintendent of Financial Institutions to prorate the renewal fee for a new certificate of registration or license for a mortgage broker or loan officer.

HB26URBAN HOMESTEAD ZONES (WOLPERT, L) To permit the creation of urban homestead zones in cities to encourage the repopulation of certain city cores, to create a state urban homestead scholarship program, and to require that increment financing in urban homestead zones that participate in the scholarship program to help fund the program.

HB41SECURITY SYSTEMS (UECKER, J) To require the licensure of persons operating security systems companies, to provide for the registration of individuals performing specified types of security systems work, to provide for the
regulation of security systems companies and employees, and to establish the Security Systems
Advisory Board in the Department of Commerce.

HB59PROPERTY TAXES (COMBS, C) To defer increases in taxes on residences owned and occupied by individuals age 65 or older.

HB88CARBON MONOXIDE DETECTORS (DOMENICK, J) To direct the Board of Building Standards to adopt rules requiring a carbon monoxide detector be installed in each residential dwelling unit in a multifamily building.

HB92MOTOR VEHICLES--DRUG MANUFACTURING (DYER, S) To require law enforcement agencies to report to the Director of Public Safety the location of any real property on which and the vehicle identification number of any motor vehicle in which an illegal methamphetamine manufacturing laboratory has been discovered, to require the Director of
Public Safety to maintain on the Department of Public Safety web site a database of properties on which and motor vehicles in which illegal methamphetamine manufacturing laboratories have been discovered, to authorize a county recorder to record an instrument identifying any property that has been included in that database may receive certification from the Director of Environmental Protection that the property or motor vehicle has been cleared of methamphetamine residue and have the property or motor vehicle removed from the database.

HB103UNPAID WATER RATES (BLESSING, L) To modify the circumstances under which a lien may be created to collect unpaid water rates and charges owed local authorities and to specify certain requirements prior to creation of the lien.

HB110SEWAGE TREATMENT SYSTEMS (DISTEL, G) To require the Public Health Council to rescind rules related to sewage treatment systems and reinstate the rules related to those systems that were in effect prior to January 1, 2007, to require
the Council subsequently to adopt statutorily required rules related to those systems, to revise the requirements governing sewage treatment systems rules that the Council must adopt, to require the Director of Health to develop rules with the Sewage Treatment System Advisory Committee that establish standards for approving a sewage treatment system or components of a system, to revise the membership of the Committee, and to declare an emergency.

HB138JUDICIAL SALE-PROPERTY (FOLEY, M) To require purchasers of real property at a judicial sale to provide certain identifying information and to make other changes in judicial sales of real property.

HB158TAX CREDIT-ENERGY EFFICIENT DEVICES (HUGHES, J) To allow a nonrefundable credit against the personal income tax for the installation of energy-efficient devices in homes.

HB161RESIDENTIAL RENTAL AGREEMENTS (RAUSSEN, J) To permit a tenant to terminate a residential rental agreement without penalty if the tenant or the
tenant's spouse is 62 years of age or older and, for medical reasons, enters a nursing home or other specified care facility.

HB222LAND SALE PUBLIC NOTICES (ZEHRINGER, J) To permit instead of require that public notices and advertisements of the sale of lands and tenements taken in execution contain a description of the lands and tenements and to permit those advertisements to be made on the sheriff's web site.

HB241SORN LAW (HEARD, T) To provide that any person required to register under Ohio's Sex Offender Registration and Notification Law who establishes or occupies residential premises within one thousand feet of any school premises, recreation center, playground, or other place where it is reasonable to expect children to frequent or linger is guilty of a misdemeanor of the first degree and to require a court to order a violator to vacate the premises as part of any injunctive relief granted for the violation.

HB285SMALL BUSINESSES (MCGREGOR, R) To waive fines or penalties for paperwork violations that are first-time offenses committed by small
businesses.

HB290TENANT'S UTILITIES (BUDISH, A) To require a landlord or manufactured home park operator, in general, to supply electric, gas, water, and sewage disposal service and related fixtures and appliances and to pay the required
amount due for the service in a timely manner unless the service to the tenant's or resident's dwelling unit is individually metered by a meter accessible to the tenant or resident, the landlord or operator notifies the tenant or resident in writing that the tenant or resident is liable for the cost of electric, gas, water, and sewage disposal service, the tenant or resident is the customer
with the public utility supplying the service, and the cost that the tenant or resident is billed only the cost that the public utility assesses for supplying the service to the dwelling unit.

SB29LEAD HAZARD REMOVAL (KEARNEY, E) Establish a grant program to pay lead hazard removal costs incurred by qualified homeowners.

SB103PROPERTY TITLE (MUMPER, L) To require that a person have paid all taxes and special assessments due on property while in their possession in order to use that period of possession to establish title to the property through adverse possession.

SB105HOMESTEAD EXEMPTION (GOODMAN, D) To extend the homestead exemption to homeowners that have annual incomes of fifty thousand dollars or less and to change the matter in which the homestead exemption tax reduction is calculated for certain eligible homeowners.

SB119TAX-DELINQUENT LAND REUTILIZATION (SCHULER, R) To modify the tax-delinquent land reutilization law by authorizing political subdivisions to prosecute property tax foreclosures, acquire such land through foreclosures before the land is offered at a tax sale, and sell such property at less than appraised market value; and to impose a one-year limit on property owners' option to obtain a delinquent tax installment payment contract.

five or older.

SB170CONSERVANCY DISTRICT BOARDS (AMSTUTZ, R) To revise the membership of the board of directors of a conservancy district that includes all or parts of more than sixteen counties, to require the board of directors of such a district rather than the conservancy court to perform certain functions under the Conservancy Districts Law, to prohibit the levying of an assessment by such a conservancy district under specified circumstances, and to make other changes concerning the levying of an assessment by such a conservancy district.

SB172HOUSEHOLD AND SMALL SEWAGE TREATMENT (CAFARO, C) To delay the application of the rules adopted under the Household and Small Sewage Treatment Systems Law that are related to the rehabilitation, renovation, improvement, or replacement of an existing household sewage treatment system, to establish the Household Sewage Treatment System Revolving Loan Program and the Household Sewage Treatment System Grant Program in the Department of Health to provide loans and grants to eligible persons for repairs to or upgrades
of household sewage treatment systems, to make appropriations, and to declare an emergency.
